About RAMP Programme
Raising & Accelerating MSME Performance (RAMP) Programme, a World Bank supported Central Sector Scheme has been designed to complement various COVID-19 Resilience and Recovery Interventions of the Ministry of Micro, Small and Medium Enterprises (MoMSME). The Programme aims to:
- strengthen institutional and governance cooperation between Central and State Governments to improve the impact of MSME development policy frameworks through digitalization of programme management, monitoring & evaluation.
- provide comprehensive assistance and resources to MSMEs, enabling them to improve their operational efficiency, expand their market reach, and enhance overall competitiveness.
This programme demands a multidisciplinary approach of institutional collaboration to work towards building capacities and competencies of India’s MSMEs. In that, it aims to improve:
- access to finance through innovative and alternative mechanisms
- business development services, institutional resolution of working capital issues especially on the receivables front and improved market access beyond domestic borders.
Maharashtra RAMP – An overview
RAMP aims at promoting Centre-State collaboration by providing grants to States for preparation of Strategic Investment Plan (SIP), which is a roadmap developed by the respective State/UT for development of the MSME sector in the State. RAMP provides grants to States/UTs for implementing selected projects in the SIP.
Maharashtra was amongst the first states to devise a SIP to implement RAMP and submit the same to MoMSME. Government of Maharashtra appointed Maharashtra Small Scale Industries Development Corporation Limited (MSSIDC) -- a Government of Maharashtra Undertaking working with an objective to aid, counsel, assist, finance, protect and promote the interests of Small-Scale Industries -- as the State Nodal Agency for implementation of RAMP on 27 October 2022. MSSIDC undertook a diagnostic survey amongst MSMEs, industry associations, and clusters. In September 2023, it submitted the Strategic Investment Plan (SIP). The Ministry of MSME (MoMSME) benchmarked and approved 7 interventions and 29 action points submitted in the SIP on 11 December 2023 and sanctioned a budget of INR 212.50 crore for implementation of the SIP in Maharashtra.

Target Beneficiaries: 3,000 MSMEsThis initiative aims to create strong connections between large companies (like public sector undertakings and big corporations) and micro, small and medium-sized enterprises (MSMEs) in the State. The goal is to provide sustainable business opportunities for MSMEs by aligning their growth with the needs of larger companies.
Key points:- Aligning Supply Chains: Matching the supply chain needs of big companies (like PSUs and OEMs) with the growth potential of MSMEs.

Training to MSMEs on availing Public Procurement Opportunities through Government e-Marketplace (GeM)
Target Beneficiaries: 35,000 MSMEsThe General Financial Rules 2017, issued by the Department of Expenditure, Ministry of Finance, mandate that government users must procure goods and services available on the Government e-Marketplace (GeM).
Our GeM workshop series, conducted by expert trainers from GeM, is designed to help MSMEs navigate the GeM portal effectively. These workshops will cover:

This includes non-collateralized credit through the CGTMSE mechanism and other innovative market offerings. The series aims to train MSMEs on leveraging digital platforms to finance their long-term and working capital needs and familiarize them with co-lending technology and practices.

Participants will gain tools and knowledge in performance diagnosis, goal setting, growth planning, progress reporting, and auditing. The aim is to help MSMEs enhance productivity, profitability, and sustainability through expertise, technology, and best practices.
The workshops will help MSMEs by empowering them to set benchmarks in productivity, innovation, digitalization, sustainability, job creation, and exports. This is achieved through certifications under the CHAMPION sub-schemes of Lean (Competitiveness) and Zero-Effect-Zero-Defect (ZED – Sustainability), and by providing access to higher non-collateralized credit through CGTMSE, especially for adopting green technologies.

Dedicated Capacity Building Workshops for Women & SC/ST – led MSMEs & Entrepreneurs:
Target Beneficiaries: 67,500 MSMEsWomen and SC/ST entrepreneurs in Maharashtra are making significant strides across various sectors. The state government supports these entrepreneurs through subsidies, financial assistance, and dedicated programs. This workshop series under RAMP aims at providing technical and management awareness and tools to MSMEs led by women and SC/STs. While the key capacity building workshop series are subject-matter specific, this series is dedicated to focus segments and aims to provide training on their most essential needs – including formalization, value enhancement, certification, diversification, market access, technology incorporation, packaging and branding, etc. It is our intent to focus on relevant clusters for higher impact.

Flatted Factories with Plug & Play Facilities
Target Beneficiaries: 300 MSMEs Affordable Real Estate for MSMEs: Flatted Factory ComplexesTo help MSMEs find affordable, investment-ready real estate, MSSIDC in collaboration with MIDC is developing flatted factory complexes with plug & play infrastructure through a PPP model. These units, ranging from 1,000 to 10,000 sq. ft., will be leased for an average of 5 years with significant rental subsidies. Higher subsidies and reserved units will be available for women and SC/ST-led MSMEs. After the lease period, MSMEs can extend their lease for up to 3 more years without subsidies.
MSSIDC will launch the pilot complex in Pune in 2025.
Exhibition Centres for Market Exposure
Target Beneficiaries: 4,200 MSMEsMSSIDC plans to introduce exhibition centres designed to boost market exposure for Micro, Small, and Medium Enterprises (MSMEs) across various sectors and sizes. Our goal is to provide a platform for MSMEs to showcase their products and services in commercial spaces.
How it WorksMSSIDC be leasing out commercial spaces with an average shop size of 200 sq. ft to MSMEs. To make it more accessible, MSSIDC will offer rent subsidies of up to 50%, limited to INR 75 per sq. ft, for a period of 30 to 60 days on a rotation basis.
Special IncentivesMSSIDC is committed to supporting Women and SC/ST led MSMEs. These enterprises will receive a higher subsidy, along with reserved spaces.

Business Facilitation Centres and District RAMP Coordinators a.k.a. Mentors
Business Facilitation Centres (BFCs) for MSMEsTo support the growth of Micro, Small, and Medium Enterprises (MSMEs), we are establishing 12 Business Facilitation Centres (BFCs) across Maharashtra.
Each BFC will have a team of experts, including a Manager, Finance Manager, Marketing Manager, Procurement Expert, Field Officer, and Office Assistant. Additionally, Mentors (District RAMP Coordinators) will provide guidance and support to MSMEs.
Our BFC personnel and Mentors will undergo a week-long immersion course at a premier institute like Entrepreneurship Development Institute of India (EDII) to enhance their skills and knowledge.
Our BFCs will provide advisory and handholding assistance to MSMEs in areas such as:
- Finance and market linkages
- Value chain enhancement and market trends
- CA and legal services
- Technology solutions and government schemes
- Training and development

Target coverage: 200 MSMEsWe understand the challenges MSMEs face in their supply chain, particularly with packaging and logistics costs. To address these issues, MSSIDC is launching an initiative to provide MSMEs with access to innovative logistics and sustainable packaging solutions.

Target Beneficiaries: 1,000 MSMEsMSSIDC will organize Export Promotion Program designed to enhance the export capabilities of Micro, Small, and Medium Enterprises (MSMEs) in Maharashtra over the period of next 2 years to support export-oriented MSMEs.

MSMEs with high export potential will be selected for participation in the program. Eligible MSMEs will be provided with comprehensive assistance to facilitate their participation in international buyer-seller meets and trade fairs.
MH RAMP’s skilling agenda comprises three modes:
- Recruit – Train – Deploy (RTD): Through industry (cluster/ association) – institution connect, recruit candidates aspiring MSME employment, train them on the job (shopfloor) for employability and subsequently deploy them in the MSME unit. Target Beneficiaries: 25,000 candidates/ MSMEs
- Skill Voucher System to sponsor (fully/ partially) MSME employees or aspiring candidate to get skilled through short term courses at accredited (Central and State Govt.) institutions.
Target Beneficiaries: 10,000 candidates/ MSMEs - Upskilling/ Reskilling courses in association with apex skilling organizations for MSME workforce in predominantly soft skills including incorporation of technology, performance evaluation and enhancement strategy, finance management, greening strategies and tools, analytics, marketing, supply chain management, operational safety & health, etc. Target Beneficiaries: 10,000 candidates/ MSMEs
